My local dog park has the rules posted. NO vicious dogs, owners must control the dog, and they must leave if the dog gets aggresive. Almost no one reads the rules. Some don't follow it anyway . But, I have embarassed a couple of owners into leaving or controlling their dogs better by telling them the rules. Someone was nice enough to show me the sign when I was new there. I'm glad I read it. Bailey only goes in when I first observe who's there. Not much anymore. Some responsible owners leave when needed, or don't come in if the dog is acting funny at the gate.
If embarassment and peer pressure will not fix things, my cell phone and the police will fix it. I will explain this nicely first, before doing it. But one warning is all you get. By that time Bailey and I will be outside the fence. Diplomatically telling an owner that all the other dog owners there know the rules, and are agreeing with me is all it has taken so far. Most don't want to argue with all the other dog owners.
