All dog parks, in my area have rules and you can't miss the signs when you go into the park. I think it's a matter of whether the owners care to follow the rules or not. Embarrassment and peer pressure may work, but it could also lead to a nasty confrontation. Our sign has instructions and phone numbers for reporting vicious dogs.
I go during off peak hours and only let Pip in it when it's empty. I take him for off leash exercise, not socialization, so it works for me. If it's in use, we walk the trails and kill some time until the dogs using it are done. I don't think throwing my dog into a fenced in area, off leash, with dogs of different sizes, breeds, temperaments, and hoping for the best, is a good option for me.
