The standard says "as short as possible without being indented". That means they are not susposed to have any tail. So yes, it's normal and correct to be so short.

They are docked between 1 and 3 days old. So he should have been docked before you got him.

It's just the way some puppies sit. Not a corgi thing, just something that some puppies do.
