Our dog licenses used to be pretty bad. They were flimsy, difficult to read, and sometimes seemed to be painted. I don't remember them as being sharp and it never occurred to me to file them down. When a new person was elected to the treasurer's office, the quality improved dramatically. Maybe you could call your local office to express your concerns and ask if they could order a different type? I now have a lifetime license, which seems pretty substantial and is a rectangle with rounded edges. If your state offers it, it could be something else to look into.
