There should be a law! I would hope that no veterinarian in this country would even consider putting down a 9 week old puppy. The woman shouldn't be allowed to own a goldfish.

Hopefully the regional Corgi Rescue group will be able to take him, or at minimum he should be placed in a no-kill shelter.
