No, New Zealand doesn't have anything like a programme for teaching responsibility to kids through animal management.
It sounds like a great idea though. I am not a country person but NZ still has its A&P (Agricultural and Pastural) shows in country areas where young people are involved in various activities - but not through any programme such as 4H.
You never said the age of Lucy, nor why exactly did she get such a lot of attention. Is it unusual to have a dog in this programme or is it because Corgis are a rareity?
