I'm talking about proper care for animals whether its ordinary daily care or breeding situations. Goverments should have more tougher laws not less in this regard. And lets give the animal care organisations more powers - such as the SPCA. But it should be a two way deal - tougher laws more stringently policed and more organised freedom, and space for dogs and more dog ameniable attitudes.
