Not everyone think laws relating to proper care and attention of animals are ridiculous or that penalties for humans who treat animals poorly are anywhere near severe enough. The law in most countries treats most things in law on their merits. It's why we have courts and lawyers and legal systems and conciliation etc. If animal owners cannot provide even basic care and attention, they should get out of ownership or be driven out anyway.
