I live in Wisconsin, and the weather here can be wild during the winter.We got our Pem on January 28th, and we took him out in the back yard from day 1(he was 3 months old at the time) I think your vet meant it is best to keep him away from other dogs and areas where other dogs may pee and poop until your dog was fully vaccinated. My dog has been exposed to snow and rain - in fact, the rain does not phase him and I don't think they can get sick from getting wet. Cody would roll in the snow also - he loved it. In fact, they often prefer more cooler temps and the cold because of their coats.
Just the other day, we had lots of rain and I just put on my raincoat and away we went outside for him to potty - it doesn't bother him a bit. In fact, I am the one wishing he would hurry up so I can get back in. Fresh Air and the outdoors is very good for Corgis; any dog for that matter.
