It costs around $150 at my vets office to have a dogs teeth cleaned - they do it under anesthesia - We had to do this with my previous pem's teeth on a yearly basis. We got her when she was 2 and her teeth were not taken care of by her previous owner. Three of them were pulled after we adopted her . I brushed her teeth every week, but it just wasn't enough to keep them clean. So every year, I paid the money to have them thoroughly cleaned by the vet.
My neighbor gives his Golden Ret/mix dog rawhides, the ones with the knots on the end, and never brushes his teeth - the dog is 11 years old and his teeth are very white and clean and his gums look healthy . He said the vet has never had to clean them.
