Debi - loose hair is shedding.
Corgis shed big at least twice a year and shed lightly most other times. If you can get loose hair from running a comb through their coat then if they shake themselves, which my Taylor quite often does, loose hair will fly everywhere. Same as when they roll over, hair will be left behind. Shedding in large volumes or light sheds depends on a lot of circumstances - man-made or otherwise.
