Docking is not a painful process. A part of what makes a Pembroke a Pembroke is that it is a docked breed and in reality a bobbed tail is the most natural for a PWC. I'm not sure about your brother's Pem, but of all the ones that live here and that have passed through my doors don't miss not having a tail to wag and are lacking in nothing about expressing themselves with their tailess bums.
