I know there is a "rule of thumb" in regards to how long a corgi should be able to hold his/her bladder based on age, but each dog is different and that will be based also on activity level and amount of water they are consuming.
If you only take your dog out 2 to 3 times a day at 6 months of age to pee, I personally do not think that is enough times especially since you mention that he has been drinking a lot of water and naturally he would pee in the house so this is not his fault because "he really has to go". In regards to going poop, some dogs go 2 times a day and others maybe 4, again ,depends on how many times a day they are fed and activity level also.
I am home full time so Cody who is 8 months old goes out probably every 3 hours for pee during the daytime hours. At night, he is in his crate all night. Now, I know he could probably hold it longer, but as long as I am here, I give him the opportunity to relieve himself, plus sometimes he drinks lots of water due to hot weather or us playing inside.
I am not sure what the answer in in regards to getting your dog to go on the wet grass, but I take Cody out even if it is wet and he goes. Personally, if I were you, I wouldn't resort to trying to go back to pee pads to get your dog to go, but rather encourge him to go on rainy days - maybe walking him a further distance rather than just stepping out on the wet grass.
What is your schedule with him ?- what time does he awake in the morning and what time does he retire for the evening?. I am not sure what Your schedule is and if you are referring to his being let out only 2 to 3 times during the week(when you are at work), or is this his weekend schedule?
