Your Corgi is fairly typical. My three year old Pem, Taylor acts mostly the same. He usually does not volunteer to go out into the back of our rather large property and certainly won't toilet ianywhere inside our section. If I put him out on nice days in the winter, he mostly hangs by the ranchsliders on the decking and giving me looks that say, let me back in please. In the warmer months it is a little different - but he prefers inside to outside. I have always walked him for his toileting from a couple of weeks after he arrived as a 13 week old pup. It gets better as they get older. I would say that typically, a junior or adult Corgi won't need more than three toilet outings over a 24 hour period. This is unless they get huge quantities of water on hot days or vigorous indoor play.
