You have had her for only 4 weeks so she is still new to your family. My dog Cody, is just 9 months now and I still take him out to go potty, on his leash,
in our back yard every 3 to 4 hours, depending on how much water he has drank and if we have been playing a lot. I still praise him when he goes potty also. He normally, does "not ask" to go out, except if he has to poop - then he sort of makes this "whining noise", but I have a pretty set schedule with him.
I think what you are experiencing is normal, and she is still young and probably best if you just go outside with her to do her duty until she is older.
