Coat genes (aka fluffies), can and do appear in other breeds - German Shepherds (GSD's) is one that springs to mind. Dobies or labs - don't think it is in the background of their gene pool, so it wouldn't be seen there. Dwarfism can and does occur in other breeds, Rotties and Goldens are two I can think of (they'll often get labeled corgi mixes by shelter personnel).
