!/ Go in another direction. The Rottie is stressing your Corgi.
2/ Go accross to the other side of the road if in the same direction.
3/ Use a chocker chain and when you dog is about to respond or start an argument with the Rottie, pull sharply and say a firm, loud NO. When your Corgi cooperates, praise and give little treats but only at the exact time of her holding back any retort.

Taylor has a problem with a neighbour who has a German Shepherd and a Jack Russell that NEVER get taken out - for exercising or anything else. THese dogs will tell Taylor very loudly when we walk pass their fence, "you lucky little bugger, why can't we go for a walk too!" Taylor will give a low growl in reply.
So Taylor and I usually walk past on the sidewalk on the other side of the road - most of the other people walking dogs in the area do likewise. This doesn't stop the neighbour's dogs but it takes away the stress factor from Taylor.
