Linda - there must be somewhere handy where dogs can exercise off-lead. If not why hasn't any dog club in your region made strenuous efforts to have areas made available. Surely there are numerous examples throughout the USA of more enlightend local Governments/ authorities making allowances for dogs and their owners. Then there is the policing of restricted areas - how officious is that carried out. New Zealand does not have dog parks as such but where I live, all the parks are available for dogs who can be 'controlled' - on or off-lead.
