That kind of sign, Linda, is common all over the world. But it wouldn't stop me starting up a petition and a representation to Government to make available areas and parks for proper dog recreation. Start off, by gathering in people who own dogs and form an action committee. I would say, that within a year, you would have what most other places in the USA have.

A no dogs allowed sign would not stop a fiery person like me. But a lot of people would feel embarrassed if 'caught' out. If it is light in your area at say six in the morning - try taking your dog for running around a park at that time - any officials would still be in bed.
