Upstate NY winter: Yup, we have it too. It rarely gets below 0 degrees these days (global warming....). But we have various stages of snow pack, sometimes it warms up and the snow melts, etc.

I will force Tucker (and this year Lulu!) to wear a sweater/jacket only if the wind is really blowing. And as I guess in MI and WI, it's the wind that kills you.

My biggest problem is that it is dark in the morning when I walk the dogs and dark in the evening. I live on a rural road so in the dark, I always have something reflective on Tucker as well as myself. I found a great dog coat that had amazing reflective trim on it at Orvis. It was on sale so I bought it for Tucker. He hates it but on really cold windy nights, I make him wear it.

other wise he has a reflective vest that I make him wear. he looks likle John Belushi dressed in the Killer Bees Suit. OK, yes.... I am that old!!!!!!
