I have mentioned this before to you, folks. Milo doesn't go potty outside in the rain...period. He doesn't even like walking when it's raining. We tried to give him the pee pads in the house but he got so used to going out to potty that he ignores the pee pads. Fine. I understand that. But he won't go potty in the rain. So, he holds it inside the house and then can't hold it anymore and pees.

What can I do about this? Should I consult Caesar Millan or soemthing?

Please help.
