Cody does go pee outside in the rain, but he doesn't seem thrilled to be out there when it rains. I do stand out there with him and encourage him to go and I walk him in different areas so he does. I don't think he likes the feel of the wet grass on his tummy either.
I think that even if Milo is giving you signals and being stubborn that he does not want to be out there and pee, you still have to somehow let him know, that he does need to do his duty and not to bring him in until he does.
Sweetly chee, would an umbrella help? Not sure, just a suggestion, or maybe the umbrella itself would scare him - don't know.
