I think that even if Milo is giving you signals and being stubborn that he does not want to be out there and pee, you still have to somehow let him know, that he does need to do his duty and not to bring him in until he does.
Sweetly chee, would an umbrella help? Not sure, just a suggestion, or maybe the umbrella itself would scare him - don't know.

Yep, tried the umbrella too. It seems little help but at least we tried. I thought dogs like water! I thought cats don't like water. I have yet to take Milo to a pool and let him swim...not sure if he'll like to.
