The scenario is this. Milo always pee just a few steps from the house because there's a fire hydrant there. But when it's raining, he won't even step out the door of the house. He sees the rain and he won't budge. We tug him to go and he will pull back. Finally we took him with the umbrella and he peed but he didn't want to walk around too much.

This is not fun for dogs I see! And we usually have to clean him up pretty hard since the dirt and rain got to his belly or coat.
