You said he won't use the pads, so that is out.
Well, I guess you have two choices. Him peeing outside, or inside, and you will have to decide what you want to live with our put up with.
If you even have to pick him up and carry him out to his potty spot, that is what I would do, otherwise, he is going to "win" and come inside and pee; and he will continue to do this every time it rains. You are going to have to devise a plan and stick with it, it's as simple as that. It may involve walking him around the yard further away from the house to get him to go, but if it really is a time that you think he should be pottying, then I would not come back in with him until he goes.
If his belly gets dirty, then just clean it off, there is not much you can do there. Have a towel handy before you go out or get some baby wipes to use when he comes in.
