Sorry Clogs, but cluster didn't rate anywhere near as high as crew.
I have seen crews of Corgis and they have been very close knitted with a common purpose attitude and very concerned and helpful if one of their numbers momentarily fell behind or strayed off-course or even ventured too far in a fast flowing stream or didn't appreciate a swing bridge or got into a dicey situation with a big strange dog.

'S all right, mate - I was just giving you a wee tweak.

Mouse was a "crew" member. She used to count, I swear, when a group of us went walking. She'd patrol, running from the front to the back of the group. If anyone ever got out of sight, or went slightly off the track, she was there, rounding us up as though we were a herd of cows or summat.

Clogs - some time back I produced a long list of possible names for a gathering of three or more Corgis and a couple of others produced more possibilities and we had a vote and crew outdid them all. Cluster and a heap of others I could easily have lived with but I prefer crew myself. It conveys some kind of order and yet a crew can still have lots of time-outs for other joint activities and play.

I am thrilled that other people are thinking up alternative names to a pack. A cluster of Corgis sounds so much better.

As is the usual custom on most things that come up on this forum where member input is requested; certain parties will already have chosen or have a pre-conceived notion one is wishing to support. Actually that sounds more like anthromorphic inflection on instinctual herding behavior.
