Normal Behavior?

Cooper is a 2 year old female corgi. I got her when she was 8 weeks old. She has done circles as long as I can remember. She does circles when she wants to go out, when its time for a walk, outside when I am raking, when playing with my friend's dogs. Is this a herding behavior? Thanks.

I know non-herding dogs that spin when they are excited. Mine aren't big spinners though.

Millie doesn't spin, but she loves to circle. Everything. Especially if she's excited. I've always chalked it up to normal herding behavior.
