my 7 month old corgi likes to grab onto the hair of my girlfriend's pomeranian. He seems to be having fun since his nub of a tail wags but i can only imagine how annoying that can be for the pomeranian. Is this normal play behavior or should i be discouraging that more?

Normal play behavior. How old is the Pom? How does the Pom react?

the pomeranian is almost a year old. at first he would snarl but now i think he got used to it. it's funny because after about 5 minutes of play, the pomeranian would be soaking wet from my corgi's drool lol.

Okay. The Pom is still pretty much in puppy brain too. What you need to watch is that your Pem doesn't get too rough as it could easily over power and hurt the Pom without meaning to. So setting some limits would not be a bad idea.
