Yes, I would also like to know what are Profile neighbors?; and they change also.

Yes, I think it's great that there are new features Stephen - thanks - but can you explain them and list what they are somewhere?

For instance the "shout" - is it possible to see timelines on it? I see someone talking and want to join in - but don't know when it happened. Also, is the text from the "shouts" archived anywhere, is it searchable???

Profile neighbors are just people who registered right before and after you. The profiles are sorted by registration date and it just basically scrolls through that list.

Those buttons are for social bookmarking sites. Social bookmarking sites allows a user to share his/her bookmarks with others. If you don't know what they are used for, you can just ignore them.

Yes, if you click the title of the shoutbox it will lead you to an archive. However, the shouts will get pruned every so often. I will see about adding timestamps within the shoutbox.
