I would say that it is not the ideal for humans or dogs to sleep with their eyes open - not so critical with humans who only sleep in their beds at normal sleeping time, but with dogs it could mean that partciles etc may get into or onto their eyes without allowing them to take evasive action or naturally remedying the situation.

I definitely don't think it's a good or "normal" way for him to sleep, but like I said, it seems to only occur in that one position. My goal is to try and make sure he doesn't lay like that anymore and hopefully that will solve the problem

Milo sleeps with his eyes half open at times. To me that is not so creepy, what is creepy is when he as REM, then the eyes go back and forth really fast ...ewww.
His little paws will twitch and sometimes he moves them as if he is swimming! He will also make soft little barks or yelps. I think he is dreaming of chasing bunnies, squirrels or a huge Delmonico steak wrapped in bacon.
