Its a struggle, but the ears will win out. There is nothing like two completely erect ears on a Corgi.

D'awww... Hopefully he will be in the "one-ear-up" stage soon. That's always very cute.

I missed that stage on Duncan. When I when to get him at around 9 weeks, his ears were up completely. In fact, that's the first thing I said to my husband (who, not being a dog person didn't understand, so I had to explain it to him). I remember watching and getting so excited with my first pem, as her ears s-l-o-w-l-y stood up. But I agree, the one ear up is so cute!
