At 13 in and 21in (Darci) would seem to be too light at 26 lbs; at 14in and 23in (Rupert) is definitely a biggy and at 40 lbs therefore he most likely carries it well. Especially when one doesn't want to.

But before advising who should weight what, other factors need to be taken into consideration such as overall size and proportion, amount of bone, age, for example.

I interpreted it as meaning, he's young and he's got filling out to do in the sense of his chest dropping and overall maturing, not really weight related.
