I'm not Corgimom, but my Taylor at almost four years old, fraps more these days than he ever did. He very seldomed did any frapping as a puppy. So it is not necessarily an act or habit which is a hangover from puppy days.
Frapping can take slightly different forms, but it is a dog quite suddenly in unprompted joyish abandon racing around in circles, around objects such as tables and chairs, or doing the figure eight, or speeding from room to room, floor to floor. While racing madly, they can grab a toy or someone's clothing and hope to be chased by humans or other animals otherwise they do it all themselves. A frapping session can start at any point of time, but in my experience, it can be at a set time (say 6pm daily) or just before their daily meal or soon after, or after returning home from a walk/run outing - as if to let go any excess energy. Frapping can last seconds or minutes.
