I have a 11 week old pembroke and one ear is still down. Does anyone have any advice on how to help him get his ear up?

Hi
Those magnificent ears of Pems and Cardis should be both errect by the time they are three months old (12 weeks). It looks as though you will have to tape the one struggling ear of your pup. I believe that's the only alternative to attempting to get errect a floppy ear on a Corgi.
Wait first of all until he is 12 weeks old and then taping should not be done anyway until he is 14 weeks to 16 weeks old.
Your vet may or may not be versed in taping the ears of Corgis so the alternative is to do it yourself. The other thing with vets is that they may use a system of taping that is less than effective.
Go to ear taping of Cardigan puppies on the internet re www.lowchensaustralia.com/health/eartaping.htm or try www2.ncn.com/-corgi/info/info.htm
The first website I mentioned is very sound but for some reason I was unable to get through to the second site.
I have never had to go through with this with any of my Corgis but I had one fellow whose ears were fiercely errect at three days - and that was a problem in that it was an early sign of nervousness which I didn't pick up at the time.
