You can use artifical tears or sterlie saline to flush the eye out too. And yes, sometimes that works.

I'm not sure what you mean by a full workup. If you mean more shots, no he should not and you should not allow them to give him any more. If he has had his rabies shot he should have a tag on his collar for that and that should be enough. It's the only shot you must have by law. The others are really YOUR choice.
They should not need to do any blood work for an eye problem. They should just examine the eye and treat the problem.

It's doubtful that it's contageous, but if it's bothering him, IMO, he'd be better off at home resting than possibly irritating the eye further.
