Canine Good Citizens - 08-23-2007, 05:29 PM

I have been asked by a New Zealand magazine to do an article on the Canine Good Citizen programme which has only recently been introduced into New Zealand. One of the spinoffs - which is very important to the artcile -could be that some local councils in NZ could offer owners of a dog who gains a CGC qualifying certificate, a rebate on annual council registration fees.

The USA initiated this programme, so can any member of Go Corgi check out with their local council/city authorities as to if this sort of thing applies in their district and at what level and $$$$ saved for the owners etc, and let me know ASAP.

The local city/councils do not have anything to do with this. It's an AKC program and often it is local dog training clubs or kennel clubs that offer it.

Cities/counties do not offer discounts for anything for a dog with a CGC. In fact I'd bet most cities and counties don't care if your dog has a CGC, CD or whatever. The license fees are based on whatever they decide they should be. Any discounts are only for altered dogs.

Peggy - I hope that other members in other areas will be able to provide a different impression. I would hope that there is some kind of relationship existing between national dog organisations and state/district/province/ city authorities in this world other than the influence etc the national dog club of New Zealand and of Australia enjoy in their countries.

The city I live in (Aurora, Colorado) gives a discount:

City Animal License (required for all dogs and cats over the age of six months). Before a license application can be processed, proof of a current rabies vaccination is required (a photocopy of the rabies certificate issued by your veterinarian is acceptable).
Annual Animal License fee = $10
Intact Animal Permit (required for all dogs and cats that have NOT been spayed or neutered) Annual fee = $100 each year the animal is able to produce a litter of puppies or kittens
Litter Permit and Registration Number (required within one week of obtaining a litter of puppies or kittens) Fee = $200 per litter
Fanciers Permit (allows an exemption to the City maximum limit of 3 adult dogs and/or 5 adult cats) One-time Fee = $100
Trapping Permit (for capturing stray/nuisance cats in an approved, privately owned trap) Annual Fee = $20
Guard Dog Permit (for keeping trained, professional guard dogs on private property) Annual fee = $50

Animal Licenses
Aurora law requires that all dogs and cats over the age of six (6) months be licensed with the Animal Care Division. In addition, if the animal has not been spayed or neutered in accordance with City ordinances, an Intact Permit must also be purchased each year the animal is physically able to produce a litter of puppies or kittens.
Per City ordinance, license and rabies tags must both be attached to the animal at all times. Failure to comply may result in a summons and fine for the owner.
If a licensed veterinarian inoculated your dog or cat with a 3-year rabies vaccine, a 3-year City of Aurora Animal license and (if applicable) a 3-year Intact Permit may be purchased.
License & Permit Fees:
Certain discounts are available for license fees only. No discount is available for any permit:
Certified service dogs may receive a free license.
Persons 65 or older are eligible for a 50% discount on the 1-year or 3-year license fee.
Owners of a dog with Canine Good Citizen Certification are eligible for a 50% discount on the 1-year or 3-year license fee.
Only one discount is available per person per pet.
1 Year License for Spayed/Neutered “fixed” Animals:
Annual License fee = $ 10.00
License Fee Discount (proof of eligibility required) = $ 5

1 Year Intact Permit for Animals NOT Spayed/Neutered:
Annual Intact Permit fee = $100.00
1 Year License and Intact Permit for Animals NOT Spayed/Neutered:
Annual License fee plus Intact Permit fee= $ 110.00
Discount License fee (proof of eligibility required) plus Intact Permit fee = $ 105.00

I have just received exciting news that the Manawatu City Council in New Zealand is giving local dog training clubs in its area who organise Canine Good Citizen programmes, $15 for each dog registered to participate in the programme. As well the MCC will grant 50% reduction in the annual registration/licence fees each year to the owners of dogs that are qualified CGC. The MCC annual dog reg/lic fees are something in the order of $80 -$100. So the rebate is very substantial: upwards of $50 per year.

And honestly, having this type of program in the USA would solve many issues related to the current BSL. I have always stated that taking a dog away, fining a person or banning a specific breed does absolutely no good and will not solve the problem. Make the person owning that dog responsible for his care and training by requiring classes, CGC certifications, etc.

I think that many countries on this lovely planet are huge leaps and bounds ahead of the US. It's sad too.

I agree they should, however, the vast majority of cities don't. And most it's the bottom line they're intrested in, not intrested in giving discounts. And most don't understand what a CGC, CD or any other title means.

The US is not necessarily a dog friendly country. Dogs are not welcome in stores, (other than pet stores), resturants, some parks, etc.

Peggy - a local authority in the USA or anywhere else will understand perfectly just what Canine Good Citizens means if they are alerted to it and explained in a short summary exactly how, when, where, why and who.
