Had a peak at the Hong Kong kennel Club's major (national) show in 2007 and Pem Corgis were dominant in the pasteral group. Locally owned Corgis won Reserve Best In Group, B Junior IG, B Puppy IG and Best Locally Bred In Group.
There must be quite a few Corgis in HK with thir apartment regulations allowing Corgis housing rights. Corgi breeders in New Zealand and Australia sell pups to people in HK.
